Just mildly confused

that sounds like a tiger keystroke.
The command-] (command plus right bracket key) sequence to open
folders in iTunes radio streams and podcasts that Gordon uses is a
Mac OS X keyboard shortcut that works in both Tiger and Leopard.
It is not VoiceOver specific, so it does not require that you interact
in order to use it. As long as you have selected one or more folders
under the Songs outline --- which usually happens when you tab
there -- it will work. A lot of people who transitioned from Tiger to
Leopard in iTunes started using this as way to expand podcast folders
and radio stream folders in the "songs" list.
VO-keys+backslash is the general way to expand/collapse folders
under VoiceOver for all applications, but the general rule for VoiceOver
of needing to interact to use it applies here. This may mean having
to actually be on the folder item (the second column in the songs
list where either individual radio streams or podcast episodes are
given, or where the collapsed or expanded folders for these entries
appear) when you interact before you can use VO-keys+backslash
to expand or collapse the folder.
I think that some confusion arises because some VoiceOver commands
work even if you don't interact with specific elements first -- like
the way
VO-keys+A will allow you to read a whole document, but where you
don't get the ability to stop and resume reading without losing your
place unless you have interacted first. Also, in many cases, simply
using VO-keys+space, which performs the default action, works instead,
and is easier to remember. In list view under finder, VO-keys+backslash
can be used to expand folders, but VO-keys+space works just as well.
One warning: Command+right bracket to open and its counterpart
keyboard shortcut of Command+left bracket to close radio stream
and podcast folders in iTunes only seems to work on English
language keyboards (U.S., British, Canadian, Australian, etc.).
It is also an unofficial shortcut that does not appear in any Apple
documentation, but which was reported on the Mac OS X Hints
pages. This could be a feature that is under development, but it's
still unofficial.
Summary (commands work in both Leopard and Tiger)
1. VO-keys+backslash acts as a toggle to expand or collapse a specific
radio stream or podcast folder in the "songs" list. You must interact
with the folder before you issue this command.
2. Command-] (that's Command+right bracket -- the key next to the
backslash
key) to open, and command-[ (that's Command+left bracket) to close.
These
will expand or collapse all folders in your "songs" list at once,
provided
one (or more) folders are selected. (Practically speaking, this means
that
you should be positioned at the folder level of a stream or podcast
in order
to close all folders with Command-[.) This can take a short while to
complete
for radio streams since you're opening ALL folders and updating
information
on all streams at once.

P.S. I've made the correction to David's post below that you press
carriage
return ("Enter") to start playing the stream. Again, this is the
general way
to start playing anything in iTunes after you've selected it.

Thanks as always, David. I was wondering how that worked but could
only get as far as the catigoriess.
