An internet radio station that I did stuff on used SJPhone as their primary
SIP enabled device, the mac version if it can be downloaded here:

I'm not sure exactly what kind of phone you are looking for, but skype
works quite well with voice over, and you can subscribe to a plan that
will allow you to call regular phone numbers.
