The answer is no.   The only way is to use a media player like VLC and tell
it to redirect audio to your preferred sound card.

I'd actually like to add to this. I've got a USB soundcard to which I'd like

to direct voiceover and system sounds because I wish to hook my main 
soundcard up to a speaker system. Is there such a preference with voiceover 
which would make this so? If not I assume the only likely alternative is to 
make the redirection in the audio player to the USB card. But, vice versa 
would be more appropriate in this case.
