TO quickly raise/lower the rate of speech, you can use VO-keys+command +the left/right arrow keys locating the parameter you wish to change and simply use the up/down keys to adjust the item. WHen you reach 100 percent, you have reached the maximum speed possible. You can make these changes permanent within the VoiceOver utility. What I just explained lets you make changes on the fly and temporarily.
