Hey Chelsea: Unfortunately there is no such option in Safari. However, there is an extension to Safari called Saft that adds a "Block HTML Refreshing" option that does exactly what you want, although you might want to know that there are several drawbacks both to saft and to blocking refreshing. For starters, some sites depend on the refreshing to redirect you to the right site. I remember fairly well, especially if there's a splash page, that I had trouble getting to the main site if it was even possible at all with this option turned on by accident. There's some other odd behavior of sites as well, but none I can remember in particular, just that that happened.
