I think that's a proprietary Miscrosoft HTML archive file which is 
probably only openable by IE. If you hunt around you can probably still 
find an IE5 installer for OSX floating around but I doubt it is VO 
compatible. Likewise there is a Mozilla Archive Format extension but 
you'd have to work around in Firefox to get that going (once again, not 
VO compatible). Supposedly Opera will also open it but I've never tried 
Opera so I don't know how well it works with VO although version 9.5 is 
supposed to be VO compatible.
