safari annoyances

                hi

i just submitted a payment with my cell phone provider
when i clicked done i am on a page but all i get on voice over is HTML  
content. i am worried that if i resend the form to let me gain focus  
again by using command r it will charge me twice
why is safari like this and shoudn't this have been resolved a while  
ago really?
