hi chriss

No as others have said. sometimes you may come onto a page and you hear, HTML content. Great, you think to yourself. Now sometimes you can interact fine, other you just get HTML content HTML content all the time when you try and interact
This is something else I feel apple accessibility need to be aware of

Um? Why the heck are you trying to refresh the page? The only reason you would have to do that is if you hid the tool bar and bookmark bar. Other wise, you can stop interacting with the html content, then start interacting again, and that should jump you to the top of the page, then just vo down as normal. If you get a ding or such, then the page is probably not yet loaded. Also, you'll hear a chime once the page is fully loaded. Unless a corse, you turned that off. Not sure if you can do that in Leopard. I know for a fact you can't in Tiger.
