Correct. Apple could adopt GNU Gnash (the FOSS Flash Player), bring it to feature parity, and add an implementation of the Flash accessibility feature set using the Apple Accessibility API. But I don't think it's particularly reasonable to expect Apple to do that, when Adobe already provides a feature-complete consumer-grade Flash player for OS X and "just" need to add support for the Apple Accessibility API. I've put "just" in scare quotes, because it's worth acknowledging that this would be a substantial amount of work even for Adobe. Just look at the difficulties Mozilla have had.
