For files and folders you want to move to another directory location, it's easier to download Greg Kearney's "Move" Automator workflow from:

Here's the description that Greg posted to this list:

Move attempts to deal with the problems that blind users face with drag and drop. Move will move the selected items in the finder to a choosen directory. It will then open that directory and make it the front most window in the Finder. Selecting the directory is done with a standard put file dialog. To install Move open it with Automator and then choose the "Save as Plugin..." option of Automators "file" menu be sure that the application popup menu is set to "Finder".

To move files, select them in Finder, then bring up the contextual menu (VO-keys-shift-M). Press "mo" (m-o) to take you directly to the "More" menu item. Navigate right to open the sub-menu which will land you on the "Automator" item. Navigate right again to open the Automator sub-menu. Navigate down to choose the "Move" Automator workflow. and press return. Choose the new folder location in the Finder-like File Browser that appears. You can interact with either the popup button or the sidebar and choose a directory, such as "Desktop". Finder keyboard shortcuts (e.g. Command-Shift-H for Home, Command-Shift-A for Applications, Command-Shift-D for Desktop, Command-Shift-U for Utilities, Command-Shift-C for Computer, and Command-Shift G for "Go to Folder" to type in any other directory location) also work. Alternatively, you can select any of the other places listed in the sidebar, such as your home directory, "Applications", or "Documents", stop interacting, then VO-right arrow to the File Browser, interact, then select and navigate down through the folders.

I would use the Move Automator action to move (one or more) selected files and folders to another directory location. I'd use VoiceOver's drag and drop to reorder items in a list -- for example, to specify the preferred access order to different languages in the International menu.
