The documented fixes are usually just the most high profile items. I'm sure there is lots of stuff under the hood that's been improved. Asking a question like this is like asking, "Why can't they make a computer that runs on a double A battery instead of having to use all this electricity." It's pointless, in other words. If Apple could provide the updates in a smaller form, they would.
