Sure there are podcasts that are not on the iTunes Store directory. Individual efforts like Shane Jackson's podcast about iTunes is one example. So are podcasts that were difficult to set up at the iTunes Store because of accessibility issues. The numpadplus site podcasts on using terminal and doing VoiceOver drag and drop under Leopard aren't on the iTunes Store, and Gordon Smith's podcasts about using Time Capsule only just showed up at the iTunes Store after the iTunes 8 release made the process of adding and checking podcasts more accessible. and his earlier podcast from over a year ago on settting up VMWare fusion without sighted aid is only available at his web site http://www.tft-bbs.com/demos/vm-demo.mp3 and someplace deep in the ACB radio archives.)

At larger scale levels, there are radio stations like the WXXI Reachout Radio effort: http://www.wxxi.org/reachout/index.html that are local to certain areas and do podcasts. They aren't designed for very wide distribution, so they're not at the iTunes Store. Here's an excerpt from their description:

"WXXI Reachout Radio is a radio reading service that provides 24-hour per day readings of local and national newspapers, magazines, and books for people who are print-handicapped."

They have local podcasts, but also some in their Reachout Radio series like the readings of Audiofile Magazine:

(look for Audiofile at their podcast page at: http://www.wxxi.org/podcast/index.html I've only sometimes listened to this, but I usually play these in QuickTime so I can speed them up a lot more instead of using iTunes).

The point is, although it doesn't carry everything, the iTunes Store is a good place to start searching for podcasts.
