On how to actually turn it off, I am not sure, as I just leave mine alone.

You can try going to Apple Menu, system Preferences, and then Speech. In there, there are some preferences related to what speech should announce. You can check if they are checked.

Also, you can try looking in the Voice Over Utility, and then go to verbosity. In there, it has speech related stuff.
