ITunes and ITunes Plus, DRM-free?

Hi,
In the "Welcome to Itunes store" message it is stated that Itune Plus 
Purchases are all in 256KB ACC format and have no DRM protection. Is 
this really true? What is ITunes Plus vs Itunes?
