the only way to fix this is to blow windows away and reinstall it.  The 
reason it is restarting is there is an error in the mbr and your error 
recovery is set to restart.  I have never been able to get into safe mode on 
a system with bootcamp.

Disc utility does not mess with windows.

If you can get sighted assistance, I would attempt to load windows in safe 
mode, and run the command "chkdsk /f /r C:" from the command-prompt to force 
windows to check the partition on next boot.

I know you said Disk Utility tried repairing things, but my experience has 
taught me to generally use the parent OS for a particular partition type, as 
it generally knows the most about the filesystem and partition it resides 
on.

If that doesn't work, you may need to boot your XP media and use recovery 
mode.
