On the website you gave me, I did the following. I believe this is
what your after, if I am wrong, please fill free to explain your
situation in further detail.
Once the site is open, find the pop up button that has a specific
location or area your searching for. By default, it has Army as
visible, but nothing is currently selected. To navigate quickly to
it, use either VO + J. This is control + option + J, and is a quick
command to find edit boxes, buttons, and so forth that you can
interact with to do certain actions on a webpage. Once you hear the
Army Pop up button, press VO + Space, and you will find a drop down
list. Select what you want via navigational keys, and VO + Space on
the item you want. You can also get to the pop up button by hitting
VO + I, and type in pop, or button, or something similar that it will
find right away. After you select the item you want in the pop up
area, you will come to another page, that has areas, and such listed.
You can select these links by pressing enter on it once you find the
desired area, and then just VO + Right to find times and such for the
areas it lists.

find your region click on the map and you will se a load of link
link link with no way as far as I can see to read the links
I do not see how windows screenreaders can see the alt text but the
mac can't
