encoding settings

	hi all where have the encoding settings gone in ITunes preferences  
please?
I do not find an Import pane now in preferences
thanks for the help on the cd importing but one cd was seventy three  
meg i want it a lot lower. what bit rate is recommended?
I still want high quality but nowhere near that big
