You would string two actions together like this.
get selected itunes tracks
send songs to iPod
Reading the summary for send songs to iPod, it says its inputs are songs. Therefore, you need an action that returns songs. Setting it up this way will allow you to highlight tracks in iTunes then run the workflow and send them to your iPod. Note that anything that is set up to sync will usually not allow adding tracks manually, i.e. if your iPod is set to synch with your library. Note that, if set to synch only selective (to certain playlists, for example) then it will allow you to add songs manually.
