I don't think you're doing anything wrong. I find this incredibly
annoying, and just another reason that I prefer not to use Adobe
reader's text to speech to read documents. I read through several
options for setting up the accessibility features under Adobe Reader
9, and also ran the updater for the latest version. Not only can I
not set the speech rate to a higher value, I also can't seem to change
the voice now. Let us know if you make any progress with this.

P.S. I assume you're using Adobe reader because you have to -- that
the PDF files are protected or you need some feature that only works
under Adobe reader.
