I've been wondering as well whether one could learn to create braille
tables for the languages one requires, and whether it wouldn't be too
difficult a task to accomplish. I need Braille tables for Greek,
Russian and Polish for Instance. Yet, I haven't been able to find a
tutorial that would help me learn it. The compiling is usually done by
the computer. So I guess it is a matter of constructing a
correspondence of print letters and braille signs.
