It nails all three in one go, ... Well, that is if the Windows comunity port is finished. Some of the hard work on that has been done, but not being a company that supports or indorses MS products in any way, the Windows port is a comunity project only.

Vip toolkit makes an accessible interfaze for macOS X, Linux and Windows
or only for macOS X?

I know we have to use GTK for accessible interfaces in linux but we have
to use WX for accessible interfaces for windows with Jaws or window
eyes.
