They don't have a formal time-table, but I would expect to see some preliminary code sometime in 2005.

What does Lightning do? Just integrate them? Aren't they already integrated?

It puts it all together like Outlook or Evolution -- calendar, to-do, e-mail -- with the group scheduling stuff as well.
There are links to it on the T-bird site (somewhere under development, I guess) but I don't have it handy. Google for it, friend.
