Okay, here's an idea for a new download page.

http://website.openoffice.org/tryouts/dcarrera/download/contribute.html

this is intended as a replacement for http://download.openoffice.org/ ?

Notice that it is more succinct, and easier to skim. Contribution related links have been arrayed into a matrix so they are easy to skim. The page doesn't require the user to read the paragraphs to get the gist of it. Always an important quality.

some important things (IMO) are missing, like: separate links to stable and devel download, info about download managers etc.

At the bottom you see the download button, and the extras button.

this button can be bigger and/or colorful

This also adds an extra level of clarity. Contribution pages are links, and things you can download are buttons.

ignore me if you think i'm over-pessimistic but i foresee you will be directed to website-dev where your proposal will be buried in endless talks and the proposal will be quietly discarded, no matter how much support will gain from the community, is hard for me to find energy to suggest improvements to your proposal.
