At http://dba.openoffice.org/miscellaneous/dba20.html the dba developers explain why HSQLDB was chosen and why SQLite is not (and certainly was not at the time when work had to start) a feasible option for OOo 2.0.
It simply isn't possible any more to make this change for OOo 2.0 (after all OOo 2.0 Beta release is being prepared right now). Thus it is counterproductive to restart this discussion.
As that page states, there are ways to add SQLite after 2.0, and if it really proves to be the better solution it may even become the primary database engine in a future release. But even if you can summon the necessary resources to make that a reality, it won't happen in time for 2.0. The dba developers did not think they could make it happen in time for OOOo 2.0 even a year ago.
And we really should try to make the OOo database functions a success in OOo 2.0. If we now deliver an unfinished product, this may turn away users and spoil the reputation of the OOo database component. As a result, when (or if) you eventually deliver your superior version with SQLite and all bells and whistles, it may have trouble getting back any traction.
So to me this seems to be the wrong moment for your discord. There is always something better. But if we start running after the next great project before we finished the previous one, we will never get anywhere.
