Isn't that a demonstrably inefficient method of uploading work? It is 
inefficient both in theory and in practice.

Theory: When only a small group of people can actually upload files, but a 
larger group is producing files, the small number of comitters becomes a 
bottleneck. This problem becomes worse as the ratio of workers vs 
comitters increases.

Practice: Look around you. At OOo in general, getting any change done 
takes an eternity. After you file an issue you have to fight tooth and 
nail to get it changed, no matter how trivial (e.g. fixing a typo, 
updating a short string on the website). Things that should be done with 
lighting speed take weeks (e.g. changing a short string on the 
contributing page). Things that should be easy take a 18 months (e.g. 
changing the front-page image).


Solution: Make it so people can upload things directly, and make it so 
it's easy for them to do so. At the very least, distribute CVS access 
widely. For extra points, setup either a Wiki or a CMS where people can 
upload files directly with minimal fuss.
