a) The document includes the entire font.
b) The document has the name of the font.

I think he means that I use the font, /Peter's Wicked Cool Font/, and then try to pass the document to you, in Word (I don't know if this is true, but I will assume it is) you would be able to read my document in the font I intended even if you don't have that font installed on your computer. I guess in Writer you can't.

To Adrian -- I think if you export as PDF you can avoid this problem (at least visually) although you can't edit the file.
