This is right way. But sometime there is ambiguity between formats,
extensions and users wish. Example: .txt _may_ be opened as plain text or as
CSV; same for .csv. Ie., there possible situations:
- file have signature (or "typical content"), but may be opened in another
format.
- extension may have nothing with content or user wish.
IMHO, best scenario for open dialog:
- user not selects filter: in this case program should detect file type
(through signatures, then extension); if detected format is not native,
then should be asked file format (with highlited name of detected format);
asking file format may be controlled through option, as in MSW (I suggest,
in English MSW this option available as Tools - Options - General - [X]
Confirm conversion when opening).
- user selects filter: if detection agreeds with user selection (I don't
think, that opening binary format as "plain text" is useful in OOo, but
text may be opened as "plain text" or as "CSV"), then file opened
silently, else should be shown dialog for reselection file format (with
highlited name of detected format).

Asking serves second purpose: it notifies user, that format is not
native and there may be troubles. For example, one may friend works with
file in MSW (with asking was turned off) and complains about too slow
working. Casualy, when I look inside questioned file, I found that it was in
RTF (notwithstanding .doc extension). When I explicitly "save as" this
document as "Microsoft Word", speed was increased.

I may turn off this manually for each letter, but most probably I will
forget to do this (especially I answer often and in different places).

Hm. Seeng who wrote the quote (through initials) should support
consistency...

But what wrong? My mailer _supports_ (adds) quoting levels,
notwithstanding if there initials or not (see first lines, which was written
by me, and there is second level of quoting).
PS: I wonder who adds extra spaces in subjects (often right after "]") and
who moves "Re:" after prefix ("[discuss]"). Very annoyin, I should manually
edit subjects to preserve valid sorting (my mailer ignores "Re:"s only in
front of Subjects).
