The Gimp can open PDF file and work on it as a graphic file. At least
it would be a begining to be able to integrate a PDF file as this.

I believe if you could edit PDF's in Writer we would be violating a
Adobe copyright issue. Not sure though.
There is an issue filed long ago about svg I believe. It has the most
IZ votes, but it is difficult to do.
