It would probably be more correct to say that 53% of the people thought he would do the best job compared to the other people. That is different from saying that he is doing a good job. Someone has to graduate at the bottom of the class - but there are still plenty of people in that bottom 1/3 that have graduated as well. When given a list of canidates all from that bottom 1/3 of the political rung - someone has to come out on top.
