It's not necessarily a format changes, it's possible that a bug was detected after m84 and fixed for m87 that made it necessary to change something very radically. After all, both versions are developer builds. Developer builds (and this comprises beta versions also) are not guaranteed to be stable. This does not only mean that they crash more often, it also means that the behavior of some features can change in an unexpected way. As long as a document itself does not contain any errors you should always be able to open any document created by e.g. m84 in m87 (but still no guarantee - it depends on the bugs in m84!), but it's not unlikely that this doesn't work the other way around. If you want to be sure that you don't face such problems you have to wait for the final version or at least a release candidate.
