with gtk widgets (don't know about windows) this is relatively marginal issue - toolbars stick when undocked but forget their position if moved from one undocked position to other.

this might be the problem that original poster had - a workaround might be positioning of toolbars in desired positions by undocking them directly in target position.

bigger problem is with generic widgets. in this case toolbars don't remember their position at all and always pile up in upper left corner. if you place cursor in table, position table toolbar, then move out of table -> back in the table, toolbar is back at upper left corner.

basically makes working with oo.org impossible if you have tables/numbering in the document :)

this is not simply always reproducible, i haven't found yet any way to make toolbars stick.

i can provide any assistance with testing/reproducing if needed.

Can you please report this in issuezilla ? ( http://openoffice.org -> "Register", then when you receive a confirmation email, "Login" and "File an issue" )
In this way the relevant developers will see your bug report / suggestion and you will also see the progress of this feature / bug report if it is accepted.

IIRC this issue is known already, and moreover it is not very good reproducable. It seems to appear only on Linux, but only on some systems.
