Do you mean the download of OOo or documentation?
If you click the top box on http://download.openoffice.org/1.1.4/index.html you can select Swedish as your language
On the other hand the Developer Snapshot version appears to be only in English though there is a Swedish mirror:

I notice there is no Swedish Native Language Project listed on the OOo Home Page

I am surprised it has taken almost 12 hours to get a response, and I am sure there are others on the list who are much more familiar with the native language projects than I am, but I thought I could at least give a few pointers.
