This is why most open source is not public domain, or for that matter even BSD/MIT. People still want to put some limits on how their work is used.

And this is exactly why I would hesitate to sign the JCA. I would want my code to be GPL. In some cases, I might be ok with it being SISSL/LGPL like OOo. But that's about as far as I'd want to go. I would probably not be ok with it being BSD for example. Not usually at least.
