You are talking about a *single user* scenario here, I was writing about *multiple* users.
Do you really want to force me to learn yet another command line tool in order to install add-ons on my multiple users (or upgrade them all)? Can your add-on tool even do that, or am I forced to install them one by one for each user?
And why should I be forced to track these packages on my own for updates/upgrades, instead of having them being tracked automatically for me by the system?

understand why people complain about an OOo extension installer, because
it surely wouldn't be used anyway, right?
It creates a usability problem for non-advanced users. Some will get confused by the fact that OOo doesn't use the system UI to install ad ons. Some will install some add-ons from the general package manager, and others from inside OpenOffice itself (which tends to make things difficult to troubleshoot when stuff goes wrong). And anyone who has given support to end users can add to this list.
Why have us give support to problems that can be avoided very simply?
