It is built correctly even now. it does not *require* any Java[*]. But some features will only work if some Java is available.

What would 'with(out) Java' mean? OOo doesn't contain a private JRE. But it contains pieces that are ready to interface with any suitable JRE they find. Some distros have been releasing versions that don't include those pieces, so those versions would be completely 'without Java'. But that is/was to a large degree a build-time issue (they did not want to require Java for building OOo). There is hope that this won't be necessary any more as gcj or similar projects mature.
