the navigator allows to manipulate the structure. Just select your outline in the navgator and press one of the buttons to promote/demote a chapter or to promote/demote the level of the chapter.

Another feature in the Navigator: if only the headings are visible (button for Content of the view) you can drag and drop whole paraprahs, chapters ...
