I'm pretty sure taht no one owns the name OpenOffice.org, so I doubt there are any legal impediments. As for how the community will feel about it, I can't say. But I figure that "OpenOffice.org - Bulgaria" is specific enough that no one would raise an issue. But I'm just guessing. Take what I say with a grain of salt.
