You can see from this remark that UNO packages were not made to install templates or clip-art. I believe that if you actually put a template or clip-art into an UNO package currently, you won't find them ready to use after installation.

yes, unopkg needs a complete installed OO. But this can change in the future in conjunction with an URE (UNO Runtime Environment).
IMHO 'needs a complete installed OO' is misleading. The package manager is a UNO service, which uses a few other UNO services for certain functions. AFAIK no office-specific components are needed for that.
In fact installing office templates in UNO packages would be novel in that it would make the general-UNO oriented package manager handle an office-specific object type.
Currently a full office installation is the only available source for a UNO runtime environment. This is the only reason why you'd need that full office installation - and you could get along without installing any of the office application packages.
In other words, both now and in perspective, if something is available as UNO package, I can easily make a native package of it... as long as I have and keep another packager natively packaged?
That package manager is part of the UNO infrastructure and takes care of integrating UNO-related data and programs into the UNO environment, just as native, distro-level packagers take care of integrating stuff into the distro environment.

Not interesting for stuff that could be used without UNO. But why should a *UNO* package manager even try to do that? OTOH I wouldn't expect all native package managers to know about and become dependent on UNO. Instead they can simply invoke unopkg for this.
