I have never heard of that feature. It certainly was never announced on any our our feature announcement lists. This comes as no surprise, as the OOo project never supported multi-lingual installations out of the box.
Translate.org.za created and implemented this feature for their multi- language South African builds. Essentially it is a little app that changes the language resources used at next startup of OOo.

Translate work outside of the OOo project and have little interest in joining. The reason for this is that they are not OOo specific and provide translations for multiple products including OOo, Mozilla, KDE etc.
That reinforces my claim that is wrong to assert that "OpenOffice.org 1.x does this". There is no such feature in OpenOffice.org 1.1.x.
This is a feature of "Translate.org ZA Office" even if they misleadingly distribute it as simply "OpenOffice.org". IMHO they should at least clearly call the version "ZA-1.1.x" or similar.
And even if their focus is working across multiple products, it is good practice to contribute product-specific work back to the upstream projects. AFAICT they even do this for localizations - at least we have several south african ones.
