OpenDocument already include xforms which covers much (most?) of what people use Javascript for. But don't confuse the very limited functionality of Javascript with macros.
In any event, a vastly simplified API is certainly vastly easier to get going, but it will be vastly less powerful. But it still won't achieve your goal of making macros app-independent. Macros have access to an API that is much bigger than Javascript. OpenDocument is much more complex than HTML.
