As others have mentioned: RPM supports relocating packages - and our packages are relocatable.
Further: not anybody has or can use RPM.
RPM was chosen, because it is the most standard installer there is for Linux - it is available in any LSB-compliant distro.
If you don't want to use RPMs, you can use tools like alien or rpm2cpio to install software from RPMs without going through rpm.
Additionally the packaging part of our build system is flexible and extensible. It has been adapted to various other package formats, among them debs. You may be able to get packages in <your-favorite-format> somewhere on the web.
This is a major step backwards.
Compared to our old, hard to maintain, homegrown 2-step installer that integrates with no existing package manager? There are many people who see this differently.
