No paranoia please. :-)
It is different on your side because you didn't install OOo in the
recommended way, first with "setup -net", followed by a workstation
installation (multiuser installation). But of course the tip you found
also applies to your situation, only the place where the files are found
is different.
I assume that many people installed OOo in the way you did, so indeed
that should be considered when the usual advice is given for this error.
