Note who these people are. They have a PDF converter as a by-product of their scanning technology. Have you ever used a text-scanning program? I have. Theirs, in fact. I won't say it's never useful -- it's occasionally been a life saver -- but as soon as a document becomes at all typographically complex, scanning becomes very difficult.

This is an area requiring heuristics at a minimum, and downright A.i. in advanced applications, and even then things like tables and indices will get wholly balled up.

I'm not saying it can't be done, but don't think of it as a "filter". Think of it as an entire application program, and a project size to match.
