I think the closest thing that you will find is the Add-On for Doku-Wiki. I 
guess someone can create a blog application based on the DokuWiki API.

 Another option is using a CMS like PLONE which you can configure it as a 
blog. OOoAuthors is a good example of this. You can upload your 
OpenOffice.org files and will be displayed as website.
 Finally a 3rd option is the Apache Forest which supports OpenOffice.org

 I don't use windows and I don't know what exactly does the Google bar does 
in Word. It would be helpful if you can tell us for us who live in the free 
side of technology. :)
