You can only do that to the second page, which means the first has to be a title page, or not printed, or something. INsert -> manual break -> page break, and then, if you choose a page style from the drop-down list ([none] won't work) there is a check box to let you set the starting page number of the run in that style.

The headers and footers are tied to the Page style. So anytime you need to change the contents of headers and/or footers (including page numbering) you just define a new page style.

Producing a gap could be tricky. You can insert a manual break (like outlined above) with the following page style specified as one that has no page numbering. But restarting the numbering after the gap is going to require a manual tweak. What I mean is that there is no way to tell OOo to ignore a page when it counts pages. (That would be a useful enhancement.) So when you start up again with numbered pages you are going to have to manually tell it what page to start with. If you insert or delete material that affects the number of pages BEFORE that second break your numbering will be off.
