Feature is available. Get the unicode number from the insert special character dialog. Once you know it, you can insert the character by selecting alt+<0 + unicode number>.
For example, to insert an รก into writer (which has a unicode of 225), select alt+0225. It best to either subscribe to this email list, or at least send a question from the email address that you want the answer to go to.
