True.  Brian Jones on his blog implied as much.

I mentioned that if Microsoft _really_ wants its file format taken seriously 
as a standard, they'll have to provide a reference implementation under 
something like the Microsoft Permissive or Community License, so people can 
see it in action ... I don't hold out much hope that they'll actually do 
anything. ;)
