Would someone be able to translate this? I'll meanwhile ask the journalist, who speaks English quite well, for details.
The article does mention savings, but only in the context of licensing fees. There does seem to be some implied confusion on the part of the author at the end regarding open formats and open source. And without that distinction a quote taken out of context at the end suggests, incorrectly, only ideological reasons behind the decision.
