Well, it has obviously been subbed down. 
The bit that I found interesting was one of the comments, where someone 
writes in to say that they work for another Swedish local authority 
("kommun") which uses Linux for some of its work, and replacing MS office 
realy isn't as easy as it looks. The point is all the dicitanories, excel-
addins and general software ecology that have grown around Office must also 
be replaced, and this is usually impossible, since they have been supplied 
by third party consultants, with whom government bodies have long term 
contracts. 

So, he says. the stuff can't be rewritten for both technical and 
political/economic reasons. The staff end up supporting both windows and 
linux, which rather destroys the costs savings. 

So, he says, Star/OpenOffice is OK for low-level clerical work. But it 
can't replace MS Office for the more important stuff.
