There's an active bibliography project, but they are a way away from releasing a product. Currently, creating a Bibliography (Reference section in APA-speak) and the associated in-text references is a totally manual affair. The current bibliography functionality in OOo is almost totally worthless for anything other than the very specific style it was designed to accomodate.
